This memorandum concerns 'the question raised by you
as'to whether or not we make follow-up calls to victims who
have received bomb threat calls.

As you were previously advised, follow-up calls are
not made except in those situations involving threats to U.
Senators, Congressmen, or other high Government officials con
cerning which Bureau investigation is conducted. In those
instances, the official is contacted within two weeks to'advise
him of the results of the investigation.
This procedure, of
course, includes situations involving bomb threats.

Based on statistics furnished by the field and com-
piled by the Computer Systems Division, the total estimated
number of bomb threats received in this country in 1972 was
22,4ll. This figure, of course, concerns only threats
relating to bombings. Undoubtedly, the total number of othen
types of threats against individuals reported to the Bureay
would be substantially_higher

To adopt the policy of recontacting complainants whc
have received threats, even restricting it to bomb threats,
would constitute a heavy manpower demand. It would also
create the possibility of misinterpretation on the part of
complainants and perhaps more importantly, on the.part of
State and local authorities and other Federal investigative
agencies charged with protective responsibilities tnat -tne"

scope of its jurisdiction:
