Independent investigation, including pen registers, physical sur- veillance, local, state and federal law enforcement intelligence, has corroberated the initial information associated with the narcotic trafficking activities of Alder Berriman Seal. b3 b7D Referral/Consult On 7/1/72, the United States Customs Service arrested Seal on smuggling charges which stemmed from his attempt at flying a DC3 Aircraft from New Orleans to Mexico, loaded with 46,000 pounds of explosive C-4. Seal was indicted in the Eastern District of Louisiana on smuggling charges. This information was corroberated by the UCA as experienced by him, when dealing with Seal.
