Re: ALDER BERRIMAN SEAL Referral/Consult
On 7/1/72, the United States Customs Service arrested Seal on smuggling
charges which stemmed from his attempt at flying a DC3 Aircraft from New Orleans
to Mexico, loaded with 46,000 pounds of explosive C-4. Seal was indicted in the
Eastern District of Louisiana on smuggling charges.

2. Characterization of Targeted Subject:
Alder Berriman Seal is a documented major narcotics trafficker in the
Baton Rouge, Louisiana, area, currently engaged in criminal conduct with others
in the importation, procurement, sale, concealment, distribution, ~#ebe and
transportation of narcotics, and the unlawful use of a communication facility
thereof, in violation of Sections 841(a) (1), 843(b), 846, 848, 952 and 963 of
Title 21, U. S. Code.
3. Priority of Investigation:
This is an approved narcotics task force case from the Gulf Coast
Region and has met all of the pertinent criteria to so be designated. It is
regarded as a major narcotics investigation in the New Orleans Division and
considered a flourishing narcotics network. A prosecutable case against this
organization would have a substantial impact on the illegal distribution of
drugs in Baton Rouge, Louisiana and help to disrupt drug smuggling into the
United States,
