the same facility. 9. Scope: This policy applies to all field offices and divisions throughout the Bureau with regard to requests for acquisition of additional commercial parking. This does not apply to commercial parking that has already been acquired during the FBI facilities leasing process. 10. Proponent: Facilities and Logistics Services Division 11. Roles and Responsibilities: 11.1. FOSS, FLSD must: 11.1.1. Manage the SOC 23202 (Parking) account or program and sub-program KPKI (Rent or Parking) account which is used to fund commercial parking. This account is funded based on existing parking requirements for Bureau cars and official equipment. FOSS approves all commercial parking spaces and the expenditure of funds from the account. Typically, FOSS, FLSD includes sufficient parking for Bureau vehicles, equipment and official visitors in the lease agreements for FBI facilities. Accordingly, additional parking requests to be funded by the SOC 23202 account or program and sub-program KPKI (Rent or Parking) account are considered an exception to the traditional parking acquisition process and must be approved by FOSS, FLSD prior to obligation and expenditure of funds. 11.1.2. Review all requests for additional commercial parking under this policy with the section chief (SC) of FOSS as the approval authority. Respond to requests in writing. 11.1.3. Consider approvals under this policy only in cases where funding may be provided by the requesting office and they have submitted an electronic communication (EC) that demonstrates that the commercial parking is justified because it supports a critical national mission. 11.2. The requesting office must: 11.2.1. Request commercial parking space from FOSS, FLSD via an EC that provides: 11.2.1.1. Approval by the special agent in charge (SAC) or assistant special agent in charge (ASAC) for requests from field offices and from the deputy assistant director (DAD) for Federal Bureau of Investigation Headquarters (FBIHQ) divisions. 11.2.1.2. Commitment of funding for the request. 11.2.1.3. Description of requirement, including number and size of FBI vehicles, equipment, and official visitors’ vehicles. 11.2.1.4. Justification that the commercial parking is required because it supports official Bureau cars or there is a compelling reason tied to a critical national security mission. 11.2.1.5. The number of spaces and length of time for which the spaces will be needed. Requests for short-term parking not to exceed 180 days must be obtained using the process under Policy Directive (PD) 0563D,Short-Term Parking and Storage Policy. 11.2.1.6. Sketch or description of delineated area for this parking requirement. 11.2.1.7. Location requirements. (Example: There should be 24/7 restricted or limited access; indoor parking is more desirable than an outdoor parking facility; space must be reserved; and other requirements. ) 11.2.1.8. Security requirements. (Example: The parking should have staff on duty at all times. Identify special lighting and egress requirements. Also, certain types of entrance systems would require the contractor employees to be subject to the FBI's security clearance.). 11.2.1.9. Results of market survey of commercial parking facilities that meet the requesting office's parking needs. 11.2.1.10. Primary point of contact within division or field office for coordination with FLSD. 11.2.2.
