Dopt, a Section, Criminal DivisToen, who called for. McGowan to join.

introduced MeGowan as, being with the: PBI. and in charge ¢ of
the Civil Rights Unit. mo , _
, : ‘During the course of the conversation Mr. Marshall
.- fadvised . Cadwell that. a conference would be held in
‘+ {Washington onthe 4th and 5th of March by. the National
| AsSoctation for the Advancement 6f Colored People.
| He ‘stated that a.resolution would’ probably be proposed
\whiéh would be critical to the Department of Justice. ©
Marshal indicated that he suspected Dr. Howard (probably
Dre -T. Ri. MMHoward) would be at the conference. He: ~
stated he dia ‘not. know what outfit Howard would represent
but ‘that he, Howard, probably would be able to find some
branch of the National Association for the Advancement.
