ACTION: Attached for approval is a letter to the White House enclosing a memorandum summarizing the investigation concerning Marshall's activities since 1961. Also attached is a menorandum to the Attorney General enclosing a copy of the summary memorandum with a copy to the Deputy Attorney General.
