The United States sues under azthority of 42 usc 1971;

this Court has jurisdiction of the acticn. We resolve any doubt as

has a proper interest in preserving the integrity of its judicial
sys:em, in preventing klan interference with court orders, and in
mas.ng meeningful both nationally crested and nationally guaranteed
civil rights.
