In the OKKKEK case, the Department was forced to act in haste owing to the critical nature of the Bogalusa situation. Uncertainty as to jurisdiction applicable to overt acts of interference with Civil Rights activities and the extent of necessary proof resulted in failure by the Department to clearly define its investigative objectives.
