DETAIES: The Covenant, The Sword, and The Arm of the Lord (CSA)
is a white supremacist organization headquartered on a 224-acre
Compound in rural Marion County, Arkansas. CSA members profess a
belief in the Christian Identity Movement, which espouses the
theory that Aryans, and not the Jews, are the true Israelites and
God's chosen people.
During 1984, several individuals who were either members
of or closely associated with the CSA became members of the
terrorist group known as The Order, which was a violent offshoot
of the Aryan Nations. During an April, 1985, search of the CSA
compound, several members of The Order were located and arrested
inside the compound.
The most recent phase of this case is the investigation
known as WATPAC. WATPAC is the investigation of several right-
wing leaders involving their participation in such crimes as
seditious conspiracy, conspiracy to murder Federal officials, and
receipt of stolen property. During April, 1987, an indictment was
returned by a Federal grand jury in Fort Smith, Arkansas, naming
14 of these individuals. Shortly thereaf j
were arrested. The remaining individual,
became a Federal fugitive and was ultimat
list of Top Ten Most Wanted Fugitives. as apprehended in
Guadalajara, Mexico, on November 6, 1987. The trial for all 14
individuals is scheduled to begin in Fort Smith, Arkansas, on /
February 16, 1988.
The current objective of the Little Rock Division is to
achieve the successful prosecution of these individuals in what
will most likely prove to be a long and tedious trial.
Based on a review of the attached letterhead memorandum,
the Domestic Terrorism Unit believes this investigation meets the
requirements set forth in the Attorney General's Guidelines on
Domestic Security/Terrorism investigations. It is therefore
recommended that this investigation be renewed for another 180-day
period.
