At approximately 5:15 a.m., a two-person armed patrol was observed to come out of the main compound and approach a sniper position located to the northeast. This sniper position was advised to hold its position, maintain its cover, identify themselves ag-FPBI-and to instruct the two patrolling individuals to go back into the compound. When these individuals approached wi oximately 10 meters of the sniper position, SA identified himself as FBI and instructed these two indivit s to go back into the compound. S& fter, at 5:35 a.m., an individual identified as indicated by sboutin ut to the perimeter that he wante to negotiate. hen was instructed to come out of the compound an © walk east on ,the dup to the position of the HRT command vehicle. was detained on the main road by HRT personnel. indicated that JAMES ELLISON desired to negotiate an over. the situation. He further advised that the plateau and valley compounds were, to his knowledge, unoccupied. He further advised that all individuals residing at those compounds had been pulled into the main compound for their safety, jnasmuch as they expected the FBI to come and execute a search warrant. At that time, I instructed that the valley and plateau compounds be cleared and secured by FBI SWAT personnel. This was accomplished without incident in very short order. SIC
