When a microphone was installed within the prenises with the Inowledge and consent of the occupant. This would apply to persons cooperating with the Bureau, such as sources and informants. When a nicrophone was installed in a public hail and the party contracting for the use of the space did not stipulate that it would be a closed meeting.
