Instructions to Ficld, 1944, 1945
Tight Bureau supervision of technical and
microphone surveillances is m nifest in a letter
addressed to all Specirl Agents in Charge on November 18,
1944, (Exhibit 43) It was stated in this letter that
instructions requiring specific Bureau approval for the
instaliction of any technical or microphone surveillince
were first issued in a letter to all Special Agents in
Charge on Septcmber 5, 1941, and had been brought to
their attention on several occasions thereaftcr. These
instructions were again being brought to their attcntion
to insure that there would be no possibility of nisunder-
Standing and to advise them that any deviation frem these
Ainstructions would result in the most drastic administrative
action.
Five months lnter, on April 18, 1945, ail Special
Agents in Charge were again reminded that they, or the
' Assistant Special Agents in Charge, must personally approve
all requests sent to the Bureau for technical or microphone
gsurveillances. (Exhibit 12)
