ADDENDUM: LEGAL COUNSEL DIVISION / JC 11-25-75 It is the Legal Counsel Division's judgment that limited access to our files should be made available to Departmental attorneys to review these files at FBI Headquarters. In those situations in which a copy of the pertinent field office file is not also filed at Headquarters, it is suggested that consideration be given to having the field furnish a copy of the pertinent record to FBI Headquarters.
