SURREPTITIOUS ENTRIES
Reference is made to your letter of August 19, 1975,
in which you requested information concerning surreptitious
eatries conducted by the FBI since January 1, 1966. —
Encloaed is a memorandum dated September 3, 1975,
containing a list of surreptitious entries conducted since
January 1, 1967. A separate list detailing additional entries
since January 1, 1966, will be furnished your office as soon
as the information is compiled.
You requested information in nine categories
concerning each surreptitious entry. You will note in the
encioaure that in certain catenories, information has net

been furnished. Extensive records review is being conducted
to provide this data: however, the compartmentalized procedures
of administration of these activities will preclude, in many
cases, location of information regarding identities of individuals
involved and identities of approving authorities.
As the Department has been adviaed previously by
memorandum dated July 25, 1975, entitled “Surreptitinus Entry,*

not handled in the manner of usual authorizations in PBI
investigations. When a Special Agent in Charge (SAC) of a
field office considered the technique necessary he would make
a request to the appropriate Assistant Director, justifying
the need. In accordance with Director Hoover's instructions,
& memorandum was then prepared on the PBI Headquarters level
for approval of Mr. Tolson, the Associate Director, or
Mr. Hoover. The memorandum was subsequently filed in the
Assistant Dirastor's office under a “De Not File” procedure,
