He asked me for any instructions the Bureau may have. I told him that the Director has indicated the Bureau will cooperate in this investigation and that . for purposes of relieving him of the obligations of his secrecy agreement he could consider my advice to him that he was relieved of that obligation to provide him,’ , af sufficient authority for the limited purposes of his interview by Department representatives or his testimony before the Federal Grand Jury. I also told a: he might consider whether he would require the assistance of counsel. He said he had discussed that matter with the Department representative and had determined in his own mind that the assistance of counsel would not be needed at this time. .
