This is in reference to a Gil} T. W. Leavitt 9 Ser
to Mr. J. B, Adams dated 3/16/76, captioned as above, in which it was
recommended and approved that pursuant to the request of the Civil
Rights Division, Department of Justice, Headquarters personnel,
Section Chief and higher, are requested to submit a memorandum as to
their knowledge of surreptitious entries since January 1, 1966.

This is to advise you that the phrase "surreptitious entry"
first came to my attention while employed as a Special Agent of the
Washington Field Office sometime during the period 1960-1961. This
; occurred during a conversation in which I was engaged with several
other Agents whose identities I cannot recall at this time, involving the
descriptive words "bag job." At that time, in response to an inquiry
raised by me as to what connotations "bag job" had, it was explained th

surreptitious entries,
