SUBJECT: INVESTIGATIVE TECHNIQUES
Today I talked to Assistant Director AL BELMONT
who advised that the Bureau is extremely interested in the
full utilization of all investigative techniques, including
those of "bag jobs,”
He stated that it is the responsibility of the SAC,
ASAC, or the Supervisor in Charge to advise the Assistant
Director involved and request authority for this investigative
technique, He said briefly set out the facts of the case
and the potential value of the operation and be sure there
is no fishing expedition. We should be satisfied that prover
planning has been put into effect in that the individual in
the field who is making this recommendation is fully assured

When such technique is used an informal memo
should be filed in the SAC'ts office which will be available
to the inspection staff, after which they can be destroyed.
The same information should be sent to the Bureau in order
that the proper officials can become cognizant.
Only stable and dedicated agents should be utilized
on this type of technique,
