Memorandum for Mr. Jenkins July 12, 1976 Some reports are current that [ have not acted decisively in a time of disquiet. Pending investigationd have to date seemed to me to be an adequate base from which to determine needed action, be it corrective, disciplinary, or prosecutive. This is as it should be and, under normal circumstances, would be allowed to take its proper course. I sincerely belleve normalcy has been supplanted by factors which indicate the necessity to move now if credibility is to be maintained and divisiveness stifled. By no means do I feel the movement | detect is one universally supported. Unfortunately, some adjustments may inadvertently affect a wider range of my associates than I might want. The action I contemplate at this point is as follows: 1. I want anyone who has any information of matters under question to come forward and let me know of them. This does not tnclude anyone already named by the Department as a possible subject of their investigation, nor am [ insisting anyone waive his constitutional rights. 2. I want to be informed at once of any reports currently circulating that [ supposedly was informed of these actions and I want to be informed of the source. 3. Iwant you to discuss the problem [ have presented and give me your appraisal of what you think should be done, This I want by July 12, 1976. Iam considering some mysell. As {have said on several occastons, the position which I wish to maintal:. if we are to maintain credibility is one of complete absence of any duplicity er evasiveness and it now appears that this has been made difficult be “fgetors bayond my command, I therefore think that we must move and me swiftly, This action may include an effort to join the news media in vations or whatever may be determined as our best course.
