This letter contains a veiled threat to members of the Suprene Court. Aw an enclosure tbcthe letter there was one page (page 3) of the New York Daily News dated September 25, 1969, which contains articles concerning a welfare scandal in New York City. ’ & Xerox copy of this enclosure is enclosed. Inasmuch az the letter contains a veiled threat in possible violation of the Extortion Statute, New York sbould immediately discuss this matter with an appropriate ys Attorney and secure a prosecutive opinion. WFO shoul advise local authorities of the vbiled threat.
