High Court Gets Power to Regulate Procedure President Roosevelt yesterday signed a bill giving the Supreme Court power to regulate criminal procedure in Fed- eral courte. He said he hoped the measure would achieve uniformity and almplicity in the administration of Federal justice in criminal] cases.
