. OPTIONAL FORm NO, 10 4010-106 aay 1982 EDITION moO. a7 UNITED STATES GOV e&RNMENT Felt Baker Bishop Memorandum Callahan —— Conrad Dalbey TO - Mr. Felt pate: 11/7/72 lentes Marshall Miller, E.S. Purvie FROM : DP, J. Dalbe Soyats Walters Tele. Room —__ Mr. Kinley —— SUBJECT: SHINGTO FIE OFFICE Mr. Armstrong — oui BMISSION OF PETITIONS FOR Mee Necnen ITS OF CERTIORARI FILED . IN THE U.S. SUPREME COURT ... The Washington Field Office (WFO) practice of submitting copies of petitions for writs of certiorari filed in the U.S, Supreme Court should wre be discontinued. At present, WFO submits copies of petitions filed by re defendants, however, experience has shown the statement of issues and Nennigs the arguments presented by defendants and their counsel are not sufficiently reliable to be particularly useful for legal research. The WFO program duplicates in substance the service afforded us by the Office of the Solicitor ” General from which we receive, on a weekly basis, copies of the Government's responses to the petitions filed. The Government's statement of the issues and arguments provide a more useful means of detecting any significant nee development in the law. Copies of the Solicitor General's brief in opposition to petitions are routed to interested divisions at FBI Headquarters in addition to being studied by the Office of Legal Counsel. In view of the duplication of the work and of the savings that may be realized, it is recommended that W be instructed to discontinue the obtaining and submitting of petitions for certiorari filed in the U.S. Supreme Court. Ah ‘ € we a fo f ae . RECOMMENDATION: That the attached airtel be approved and sent to WFO.
