Appointment. shall be made from active members of the State courts of last re- sort in civil cases of the States in the respective Circuit who shall be under 75 years of age and who shall have had not less than 5 years of service on such State Court. of age with full salary for life. Congresa shall fix the compensation for members of the Court which shall not be less than that of the Justices cf the United States Courts of Ap~- peale. Members shall be eligible for re-appointment at the expiration of each term. é. Upon this amendment becoming effective the delegations having made appoint- _ mente to the Court shall forthwith certify the same to the President of the Senate and to the Speaker of the House and the appointees so certified shall prasent themseclves at the seat of the government on the 30th day after such effective date and having qualified on oath or affirmation shall at once take office as Justices of the Court; they shall choose _one of thelr number as Chief Justice and the Court shall then enter upon its duties. . Other appointees, upon such certification and qualification, shail be entitled to thef® ~— seate on the Court. 7. ‘Appointment to Chief Justice shall be for a term of five years or until expiration of the appointee's term on the Court if it occura first. The Chief Justice shall be eH- gible for re-appointment at the expiration of each term. 8. A vacant seat on the court shall be filled by the States which appointed the next preceding incumbent in the seat so vacated. For that purpose the appointing delegation ehall convene at the seat of government if Congress is in seasion; otherwise they shall + convene at the Capitol of the most populous State in the respective Circuit. 9.
