New York It should be noted that a majority of 5 does not necessarily mean there was a minortty of @ nor does a majority of 6 mean a minority of 3. In some cases one of the Justices took no part in hearing or deciding the cgse. In each of the cases in which there was a split decision! however, there was at least one dissent.
