in section 19, World War Veterans’ Act, 1924, as amonded, which had been reported without amendment from the Committee on Pinance, and whieh was read as follows: Resolved, otc., That a denial of a claim for insurance by the Administrator of Veterens' affairs or any employee or agency of the Veterans’ Administretion heretofore or here- efter designated therefor by the Administrator shell constitute a disagreement for the purposes of section 19 of the World War Veterans’ Act, 1924, ns amended (U. 8. Ce, Bupp. VII, title 36, sec. 445), This resolution 1s made effective as of July $, 1930, and shall apply to all suits now pending against the United States under the provisions of section 19 of the World War Veterans' Act, 1924, as amended, and any suit which has been dismissed solely on the ground that a denial as described in this resolution did not constitute e disagreement as defined by section 19 may be reinstated within 3 months from the date of enactment of this resolution. "MR. McNARY. Mr. President, may I ask the Senator from Mississippi if the committees was unanimous in its report? "MR. HARRISON. It was unanimous. Furthermore, the joint resolution was passed unanimously by the House of Representatives. WR. ROBINSON. I underatood the Semtor to say the measure is recommended by the Veterans’ Administration? "MR. HARRISON. Yes; and action ought to be taken spaedily because of the large number of cases whiah are being held up. "THE PRESIDING OFFICER. The joint resolution is open to smendment. If there be no amendzents, the queation is on the third reading of the joint resolution. "The joint resolution was ordered to a third reading, read the third time, and passed."
