BYRNES, Western District of Wisconsin (WDW), Madison, Wisconsin, advised he was declining prosecution in this matter and the basis for this decision is as follows: lL. The fact that Mr. KESSENICH is presently incarcerated, and will remain incarcerated for a substantial period. 2. The fact that he was found to be insane shortly after the time these letters were written, and was, therefore, presumably insane at the time he sent the letters. 3.
