before a grand jury. Thus, the unfair publicity,
that you and I equally deplore, does not consist of
leaks of a grand jury proceeding. Leaks of grand
, jury proceedings are, of course, subject to criminal
sanction; but leaks at prior stages of an investi-
gation are not. If any of the leaks in question
are from Department of Justice personnel, depart-—
mental regulations will apply. They state as
follows:

of Justice furnish any statement or informa~
tion for the purpose of Influencing the outcome
ofa defendant's trial, nor shall personnel
