complained to the Federal Bureau of Investigation (FBI),

eing drunk in public and resisting arrest. stated
she was shown some sort of badge, placed under nd
handcuffed. Believing she was being abducted, struggled
with the officers. ofticer| —_Jchocked her and later
she passed out. She did not complain to the FBI sooner
as she just found out there were criminal sanctions. According
to the police report,[ __]vas observed staggering to
the right and left_as she walked. Officer[ | identified
himself and asked to stop. He detected the strong
odor of an alcoholic beverage on her breath as she told
him to leave her alone. She continued to walk, and
again identified himself and_ordered her to stop. She pushe

began to struggle with him, kicking in the leg
