The FBX does not "open a file” on requesters of information. All such correspondence, both the requester's letter and my response, is filed in a general correspomlence file, unless a file already exists on tha subject matter of the xequest, in which case the correspondence is filed there. ; . As you noted in your letter, our files must be reviewed when a requester seeks access to our records con~ cerning himself. When the recuest is for records other than those pertaining to the requester, however, the requester's name is searched through our indices only to determine whether _ or not we have had prior vorrespondence with him on the same / matter, thereby avoiding wastefully duplicative effort. Only a a limited search is conducted, sufficient to determine if we are currently, or have recently been, in correspondence with the requester.
