Dear Chief Faille:
In examining President Ford's proposed budget for fiscal year
1977, I have noted with concern his intention to eliminate federal funding
of the Law Enforcement Education Program and to Yequire State and local
policy agencies to reimburse the F.B.I. for up to one-half of the cost of
sending local police personnel to the F.B.I. National Training Academy.
I believe that such cuts, totalling over 45 million dollars,
would prove most destructive to the future recruitment and training of
qualified police personnel at the local lavel. I am sure you will agree
that our local police departments are already operating on reduced budgets,
aod to require them to meet the’ additional costs of advanced education and
police training will, I fear, result in the total elimination of such
valuable programs. ,
The front line defense in the war on crime rests with the police
officer patrolling our city streets. All police departments benefit from
the opportunities afforded. tham by the L.E.B.P. and F.B.I. programs.
I will urge the Senate Appropriations Committee to eliminate
this proposed budget cut from the President's budget and will, if necessary,
pursue this matter on the Senate floor. I will continue to maintain close
contact with the International and Massachusetts Chiefs of Police Associa-
tions as to this matter and will inform you of subsequent” developments and
in this effort, I hope I will have your suggestions and support.
