TRUE COPY Chicago, Iil Dear Senator Kennedy, Last week Ihad pleasure of visting Washington D. C. for the first time. I also had the great pleasure of visiting the beautiful monuments vand institutions which have made our nation's capitol world-famous. One of my visits was to the FBI, conducted for us by a future FBI special agent. | As I saw the many techniques of the FBI, as well as its responsibilities, I noticed a sign which said that the FBI does investigate conspiracies of any person(s) directed toward depriving any U. S. citizen of his constitu- tionally guaranteed rights and privileges . The pamphlet about the FBI's role in these matters is entitled "The FBI...Guardian of Civil Rights" states that '... the FBI has authority to investigate... conspiracies to deprive a citizen of the free exercise or enjoym ent of’any right or privilege secured to him by the constitution or laws of the United States and conspiracies against citizens resulting from their exercise of such rights..." Webster defines "conspiracy" as a secret planning together. After the tour ended, I happened to walk around to the other side of the justice department building and see the American Nazi Party picketing the department and Attorney Gereral Katzenbach for advocating the Home Rule in Washington D. C. They carried such disgusting signs as "Jail LBJ for advocating Black Rule" and 'Home Rule is Black Rule, " etc. Earlier this summer I saw this same group carry similarly dis- gusting and deceitful signs in front of the park in Wilmette Ill. where Martin Luther King spoke. Even though Iam not a lawyer, I still strongly believe that it is profoundly unjust for such groups to be allowed ' to freely, openly as well as secretly, operate and actively try and accom- plish its aims. Therefore Iam asking you, as one of the members of the Senate Judiciary Committee to investigate this very grave situation (the Ku Klux Klan and other rightest groups also being engaged in similar activities.)
