arranged for a fellow student to take an examination for him in a foreign language
course during his second semester at Harvard. When school officials learnedaf this,
both students were asked to withdraw and apply for readmission later.
In July, 1961, Edward Kennedy made a tour of Central and South
American countries. During this visit, he expressed an interest in meeting with
"Leftists" to talk with them and to determine why they think as they do. He met with
a number of individuals known to have communist sympathies. The Ambassador to
Mexico refused his request to invite left-wingers to the American Embassy.

He was reported to have dined in August, 1961, with Dr. Lauchlin
Currie, former White House Aide to President Roosevelt. Currie's name had been
mentioned in Washington investigations of Soviet spy rings.
The Bureau's relationship with Mr. Kennedy since he entered the U. S.
Senate has been primarily concerned with matters of an official nature; however, the
Director has had limited cordial correspondence with him during that time.
RECOMMENDATION:
; That the attached letter be forwarded to Senator Edward M. Kennedy,
advising him that the Director will be glad to provide him with the requested essay.
