After notifying the Fresident and the Scrcte that I had the names
of the above 57 individuals, I supplied the Committee with a resume of the
cases of a total of 8l individuals, as I stated at the tine, some of the
loyal and might prove they vere not members of the Cormunist Farty, dut
there was evidence apainst then inuicating the oppesite.s
I notified the Scaate at that time that it would be impessible
for m to present sufficient evidence separate ani azmart from the informay
tion contained in. the Government files to ccrvict then of being commmnicts
in a court of lives The reason for this, of cours?, was obvious, nonely
that the files had beer. produced at a cost of millions and ciltions of
g@ollars and hundreds of tillions of mn hours over a period of yearse
The Senate apparently agreed and vetet that all of the Siles be obtained.
The Committee was given the task of going over those files and
taking action to get rid of individuals in the State Lex.rtnent who were
dangerous to our security. Apparently cveryone thousht that ‘IcCarthy's
task would end at that point, as tne Commitiee had been riven ample funds
and ample authority to do a complete and thorough job. lovever, when the
President decided to give the Comittee only the riffed State pep rtment
files, I felt it necessary to try to produce independently of the files
some of the extremely dancerous evidenc? azainst those individuals, which
is contained in tngt S, This was done with sone degree of success, but
with great difficulty. While the Comittee was examining the &l files,
I did not feel justified in publicly using then. I felt it was necessary to
first find the extent of the Cormittee!'s investication of the files, the
extent to which they were riflec, etce In view of the fact that the Cone
mittee has nov finished its work and has now been caischarged and in view
of the mjority report-to the effect that none of the 6L individuals naned_
by me on the floor were found to be Cormunists or pro-communist, I feel that
I have no choice but to make public the contents of a typical file of one of
the @1 individuals named by ne, so the Senate and the country may know what
the Committee had before it and upon which its decision was based. In
doing so, I am mindful of the fact that I pointed out that the files were
thoroughly rifled prior to tne Comuittes's examination, Hovever, the three
