ANDUTHEY HOWL ABOUT, |
“McCARTHYISM”
Willard Edwards has recounted for Times-
Herald rearlets the experience of a woman
civil service emplove of the federal loyalty |
teview board who has been harassed by her
euperiors over a period of months, This!
woman, Miss Mirtam DeHang, has been
hauled before a federal grand jury twice and |
interrogated at great length, tho there is no
suggestion she committed any crime, and has!
been brow-beeten in star chamber sessions by |
the chief investigator of the civil service com-|
|
|
This persecution began after Sen. McCar-!
thy of Wisconsin last January released some
bene
minules of the jovalty review board which |
partment, The minutes showed that members
noted the pecuHarity that the department,
elths almost constant attack as a

haven for Soviet sympathizers, had never
under
uUnGaer
There wes no proof that Miss DeHaas ever |
had any deakines with Sen. MeCarthy or
turned over unauthorized information to him
or anyone else. In the course of her work.
she also handled loyalty files referring to a,
number of persons prominent in the Admin-
istration, among them, members of tine White |
House staff and State department. In the
absence of a better suspect, the Administra-
tion seems to have singled out Miss DeHans
to make an example of her and to frighten
others. Altho it has neyer proved the slight-
“est indiscretion against her, she has been sus-|
pended from her civil service position with-
out pay.
The civil service rules contain clear reg-
tations governing the procedures in hearings
of employes brought up on charges. They are
entitled te notice of hearing, written charges, |
advice of counsel, fair and courteous hear- |
ings, appeals. and other protections, none of!
which was accorded Miss DeHaas. i
She was hauied before the chief of the
eommission’s Investigations division, Col.
James B. Hatcher, without previous notice,
was without counsel, confronted by no writ-
ten charge, and was catechized in what she |
described as a belligerent and discourteaus |
manner. When the transcript of this inter-|
view was releesed at her insistence, it con-
tained deletions and showed extensive editing,
she said. Cael |
ft
antbanead ier Miss DeHaas was taken twice! —
before the grand jury in connection with!
what purporeed to be an inquiry into the re-
lease of confidential documents to unauthor: {
ized persois. There is more than a suggestion |
that the executive branch of the zovernment, |
sought to use the grand jury as a means z
intimidating the witness,
Miss DeHaas herself has compared these |
high-handed proceedings with the protection ;
the loyalty review board has thrown about ;
suspected Communist agents and symps-'
thizers by its own rules. They are given public
hearings, have advice of counsel, are made}
fully aware of the charges against them, and |
are advised of their rizht to refuse to answer!
questions. '
“he Administration and its propagandists
nave raised # treat noise over the suppoted
jniquities of “Mc-arthyism.” in which sup. |
posedly innocent men are unjustly attacked '
without the right to defend themselves. Sen,
MeCarthy has demonstrated that this clamor
is politically inspired and that he has not
resorted to indiscritninate abuse of suspected
persons.
Hf Sen. McCarthy doesn’t practice “McCa1
hyism,” who does? The answer seems clearly
> be that the Truman administration, with
ts third degree in closed rooms, does.
