One member af the board, Gar-|

been ‘completely ineffective.” The
State department, he said, had the,

to the attention of Secretary of
State Acheson just a few days,
earlier and felt it would be taken!|

“The secretary of state was very
much impressed by what I said.”
‘Bingham told his fellow board.
“members. “He received my _ re-

“would prefer not to make anv
comment” on the sitration. He
‘said he is under instructions from :
the Civil Serviec commission not:
‘to talk abont operation of the |

The review board is the top!

McCart] - has accuse ne
State department of harboring
‘Communists and Re sympa-|
bhizers. The Democratic majority |
.of a Senate forcign relations sub-:
‘committee, after a lengthy inves.
tigation in 1950, dismissed his |
[charges as "a fraud and @ hoax."
‘McCarthy retorted that the probe
twas a “whitewash.”
The transcript of the loyalty
jreview board meetings supplied by
iMecCarthy dealt largely with a
‘proposed change in the standard
‘so, by the President's executive,
order for Lhe dismissal of lederal_
:
pmoployes.
It originally required a findine|
ithat there was reasonable ground,
to believe an employe disloyal at,
the time. The minutes showed the
board veted 13 to 5 to recommend
that the standard be changed to;
require only a “reasonable doubt”:
‘about an employe’s loyalty. H
President Truman issued an’
‘order on April 28 last year putt&ig,
lthis hange into effect.
Acheson In Favor
Bingham told the board in F
‘Tuary that the State department]
jwas anxious to have the chanee;
‘made and that Acheson "was very
heartily in favor of it.” i
He also saint be had been told!
by many peopic in the government |
that if the change were made to:
permit dismissals on the basis’
of “reasonable doubt” of loyalty. |
“it will about double the number’
of cases that can be thrown out
which cannot be thiown out now.” |
Only last month the State de-'
partment announced the dis-'
_missal of career diplomat John |
Stewart Service after a ruling by |
the loyalty review board under}
ithe tightened standard that there
was “a reasonable doubt" of his
lovalty.
The order reversed previous
clearances given Service by the
State department's own loyally
hoard. The review board based
its findine of whag it called Serv-|
lice’s “intentional and unauthor-
ized disclosure” of confidential in-
formation in 1945 to a left-wing
mapazine editor.
Service called the board's ac-
tion an injusticc and has asked
it to reconsider its ruling.
