pow Cheirman of the Loyalty Review Boerd of ihe Civil Service Commission.
Senator Hliughem gieted there were seversl metters he wished to discuss with
me, one of these matters being the failure of the Attorney Generel to List
additional subversive organizations on the subversive list. He stated that
there, of course, had @eveloned a nimber of nev organizations which quite
obvisouly were used as Vommunist fronts end that the Loyalty Review Poerd
had befcre it cesses of individuals who were morbers of these orgenizationsy,
but under the rules under which they function they cannot take action agasain
guch empleavees vuaitil the Atorney Generel hos listed the organizations as
subversive. Ue stated he had uritten seveeal letters to the Attorney Gen-
eral stout this nroblem and had been advised Liat no further organiszitions
‘would be og listed until the courts had ruled the legality of the vorocedure
which the Department of Justice has followed in the past in prepering such
subversive lists, Senator Bingham felt that this was a very unsatisfactory
situstion in thst while we had to wait maybe » year or more until the cases

in the Government and nothing could be done shout it.
