"A report, dated March 25, 1947, indicates that this individual had been
receiving mail from the Soviet Embassy, as well as communistic publications.
An official of a Washington, D. C. university stated that he had hired this
individual to conduct a class in Chinese, but later learned that he was closely
connected with commmnistic groups on the west coast. Four members of the —
faculty at the University of California confirmed this individual's commmistic
leanings. All of the above information was brought to the attention of the
top officials in the State Department in a memorandum summarizing the case in
1947, with the recommendation that he be immediately discharged. The State
Department refused to discharge him because it was not proven that he had
committed any overt act. Subsequent to this time, this individual argued
often and heatedly in favor of a Communist regime in China. He admitted
having been a subscriber to the Daily Workereese
"The State Department's own Security Board then submitted four subsequent
reports, the first one dated September 12, 1947, in an attempt to convince the
Department that this man was dangerous and should be discharged. Subsequently
this man's position was abolished. However, he was not discharged....He was
transferred to the Division of Research. os."
