ator from Wisconsin is gqing to proceed
with his speech.
My LANQER Mir President. sil the

Genator yield to mie for the purpose of
suggesting the absence of a quorum?
Mr. McCARTHY. If that is done I do
not think we will obtain » quorum, and I
Will be obliged to disconfinue: I should
like to read some more of my speech.
Mr. President, at this time I ask unan-
imous consent that we proceed until 7
o'clock without having a quorum call. and
at that time the Benate adjourn until 11
o'clock tomorrow, and that then I may
have the floor.
Mr. LUCAS. Mr. President, reserving
the right to object, let me say that what
has now been suggested is what is often
suggested under similar circumstances.
Let me remind the Senate t on the
request of certain Democratic and Re-
publican Members I made the announce-
ment that there would De no vote to-
night on the important measure which
is now pending, the cotton-potato meas-
ure. Consequently many Senators have
gone home. Now the Senatér from
Nebraska (Mr, WHerev), the minority
Jeader, and others, do not want the Sena-
ter from Wisconsin to continue. They
Want @ quorum call. The Senator from
Wisconsin now asks that he be allowed
to quit at 7 o'clock. If the speech is
one which is going to electrify the Na-
tion, T should think the Benator from

Wisconsin would VesITe to Bet bb Oll Cu
chest as fast as he possibly can, and not
wait until tomorrow, because tomorrow
the Senator will have no larger audience
than he bas at the present time. I
should like to say to the Senator from
Wisconsin that tf the statement he is
about to make is as important as he says
ft is, and if he can prove what he says
he is going to prove, he will] find the Ben-
ator from Tinols making the same de-
mand that the Senator from Massachu-
getts made, which is a a thorough and.
complete investigation with respect to
all the Communists he is going to name.
IT want to remain here until he names
them. That ts whet I am Interested in.
The newspaper reporters and the people
ef the country generally are demande
to know who these 207 or 201
Bists are.
Mr. McCARTHY. Mr. President, I
will not yield any further.
Mr. ENOWLAND. Mr. President. will
the Genator yield in order to straighten
cut the record respecting the program
for tamorrow?
Mr. McCARTHY. Yes.
Mr. ENOWLAND. I call the Sena-
tor’s attention to the fact that we al-
ready have a special order that the Ben-
ate will meet at 11 o'slock tomorrow
morning under a whanimous-consent
agreement, with the time for a vote hav-
ing been set. Therefore it would not
be possible for the Senator to continue
his speech as of 11 o'clock tomorrow,
Mr. McCARTHY., Very well I wil
withhold yielding for a cali of s quorum
for the time being. if the Senator does
mot mind.
Mr. President, I continue to read from
my speech:
Now I know it is very easy for anyone to
eandemn a particular bureau of departmant
a
® man who hits dons much to shape our
foreign policy.
"When Chiang Kai-shek was fighting our
war, the State De had to chins s a
young man named Jobo - Fils task,
obviously, was not to K for the commu-
higation of China. Strangely, however, be
gent offgig] reports back to the State De-
menf urging that we torpedo our ally
fang Kai-shek and sta . in effect, that
communism was the bes§ hope of China.
Later, this map—Jo. Trice—was picked
up by the Pederal of Investigation
for turning over to the Communists secret
State Department information. Strangely,
however, he was never ted. How-
ever, Joseph Grew, the Under Secretary of
Btate, who ingisted on his prosecution, was
forced to resign. Two days after Grew's go-
eewmot, Dean Acheson, took over as Unier
Secretary of Btate, this man—John Gervice—

reinstated in the State Department but pro-
moted. And finally, under Acheson, placed
to charge of all placements and promotians.
Today, ladies and gentlemen, this man

Department and Acheson tn Calcutta—by

Row, let's see what happens when indirid-
vals with Communist connections are f
ot of the Btate Department. Gurtargpou-

tous international Communist,” was made
assistant to the Assistant of Btate
in charge of Latin American affairs. He was
taken into the Btate ment from his
Job as a Heutgrant colonel in the Commu-
mist Brigade. Finally, after
intense congressional preesure and eriticiam,
be resigned in 1044 from the Btate Depart-
ment--and, ladies and gentlemen, where do
you think he is now? He took over a high-
malaried job as Chief of Cultural Activities
Bection in the office of the Assistant Secre-
tary General of the United Nations.
Mr. President, 1 call the attention of
the Senator from Dlinols to the fact—es-
pecially in view of the comment he re-
cently made—that I did not list John
Service as one of the 57. Perhaps I could
have, but I have listed only persons whose
files were available to me. For some un-
Known reason, John Service's file has
disappeared in the Biate Department. I
have tried to find where it is, and I have
been toid that it is in the office—quoting
the individual over there—“of the top
brass.” 6o I have not listed Service, and
that is the sole reason why I have not.
I have sted only individuals whose rec- -
ords have been confirmed by the Presi-
dent's own investigative agency.
The Senator from Illinois will aleo
note that I have not named any of the
67. I have named or will name four
individuals, and I have given or will give

have shown what influence he has had in
the Far wast. I have not reached the
second one yet: but I am now discussing
what happens when those with oommu-
mistic connections are forced out of the
State Department, and in a short time I
shall reach the fourth one.
I read further from my :

You will recall last spring
‘That is the man who headed the cun-
ference which the Secretary of State
said was a tool of Communist Russia, a
sounding board of Communist prope-
‘wands. Again, that man was not named
as one of the 57, but he might well have
been.
