The Senator from Virginia (Mr.
Byrrpi spoke to me a few minutes age
and wanted tu know whether this meus-
ure applies only to Mexican labor or
whether it applies to foreign lavor gen-
erally, J advised him that it applies only
to Moxican Iabor,
Mr. BRIDGES. Mr. Presidcnt, will the
Senator yield further to me?
Mr, McKELLAR. I vield,
Mr. BRIDGES. Let me say that what
I object to in this case—and I think the
point was raiscd by the distinguished
minority leader-—-is that this measure
has comie to us from the Heuse of Repre~
sontatives only today. It has not even
been before eliher a subcommittee of the
Senaic Appropriations Committec or be-
fore the full Senate Appropriations
Commitice, I do not believe there is
any pressing need for the passage of
this measure. It may be desirable and
miy have a creat deal of merit, but I
think the distinguished chairman of the
commities will agree with me that this
is not the way to legislate. Certainly
this sort of high-pressure tactics by
those down town to ect measures enacted
ce: not appeal to me.
Mr, McAELLAR, I do not agree that
it is hich-picssured at all.
