Thhye castiudin of (he Lares;
going Fooiminalocy constituted a!
misrppre entation of Lhe true fools
to the ciate.
We find that in making his
speech) on February 20, 1950,
which accagioned the passage of
Benate Resolution 231, Senator
McCarthy left the unmistakable
inferegce that he had but recent-
ly obtained from unrevealed
sources in the State Department
the information which he was
presenting to ‘tim te.
Our investigugjon establishes
that the material presented in this
speech was data Geveloped in 1947
by the Republican - controlled
Sih Congress; and that repre-
sentations indicating it had re-
cently come from “loyal State
Department employés misled and
deceived the Senate.
We find that the information
presented to the Senate on Feb-
ruary 20, 1956, by Senator Me-
Carthy, concerning “81" individ-
uals identified by him only by
numbers, was a colored and dis-
torted version of material de-
veloped by investigators of the
House Appropriations Committee
in 1947 during the 801h Congress.
Senate Was Deceived. ~~
To the extent that the informa-
tion was colored and distorted and
the source thereof concealed, the
Senate was deceived,
We find that four separate com-
mittees of the 80th Congress,
controlled by Senator McCarthy's
..bwn party, formally considered the

His connections with the Institute

way reflect unfavorably ‘upon him
when the true character of the
organization is revealed. Of the
many thousands of dollars re-
ceived by the institute as contri-
butions, only a few thousand dol-
lars are shown to have come from
Communist contributors. Many
prominent men of unquestioned
loyalty and integrity have been
instrumental in the management
of the organization and in making
