"ED a 8 hease PURPOSE Senay To submit for your information the results of a review of the proposed, "Findings and Conclusions" of the Subcommittee of the Senate Foreign Relations Committee concerning information appearing therein which directly relates to the FBI or FBI personnel, and to also highlight pertinent comments of the Subcommittee. BACKGROUND At 4:50 PM on July 10, 1950, a copy of the proposed "Findings and Conclusions" of the Subcommittee of the Senate Foreign Relations Committee wae made arnilable to the Buresv on a hichly confidential basis it being OA AAR Se i a a Nt a Re SE ep ~~ ey stipulated that no copies should be made nor any notations made thereon. These proposed findings and conclusions have been reviewed for in- formation which directly relates to the FBI or FBI personnel, special emphasis being placed on such information as reflects adversely on the Bureau. No attempt has been made to compare the conclusions set forth with the facts as contained in Bureau files and other than those which directly concern the Bureau, no attempt has been made to establish the accuracy or tnaccuracy of statements appearing therein. ‘ . Generally, throughout the report of the findings and conclusions i! J) of the Subcomittee, references made to the FBI or FBI personnel are commen- v datory. The findings and conclusions of the Subcommittee are generally favorable to the individuals charged by Senator McCarthy, and no recommenda- the - tions for dismissal are made.
