BACKGROUND
At 4:50 PM on July 10, 1950, a copy of the proposed report of t
Subcommittee of the Senate Foreign Relations Committee was made available
to the Bureau on a highly confidential basis, it being stipulated th that. nd:
copies should be made nor any notations - made | thereon.
This proposed report and the attached appendices (consisting of nr
337 pages in all) have been reviewed for information which directly relates
to the FBI or FBI personnel, special emphasis having been placed on such
information as reflects adversely on the Bureau. In this connection, however,
it is noted that page sixty-two of the proposed report, as submitted to the -
Bureau, was missing and therefore could not be reviewed. :
In making this review, no attempt has been made to compare the
conclusions set forth in the proposed report ; with the facts as contained
in Bureau files, and other than those which directly concern the Bureau
no attempt has been made to establish the accuracy or inaccuracy of state-

Generally, throughout the proposed report, references made to the
FBI or FBI personnel are commendatory. fhe findings and conclusions of the
Subcommittee are generally favorable to the individuals charged by Senator
