Findings -
The personnel investigations were divided into two groups, The first
consisted of applications for original employment or transfer to Departaental rolls.
The second comprised investigations of enployeeg siready on the rollse The

Division of Investigations (CSA) waa then described as to functions, organization
and gcope of the investigation, The functions of CSA were to investigate applicants
for security reagongs, make inv stigationgs in conneotion with paseports and viees
and greeting newly arrived diplosats and distinguished foreign visitora.. As to
the orgenizaticen of CSA, it was atated that the miscellaneous character of the

there is no manual of instructions or any standards of prcof to guide the investi-~
