In view of the fact that Mr. Elaus made the definite statement in

State Cepartnent and carried a very bold heading that it was so prepared.

Wil observed the chart in question which was prepared by the
wtate vepartuent and it was noted that it very plainly states that it was
prepared in the Reproduction Branch of the Ctate Repartaent and carried the
title "Top Secret, U. S. Depertnent of State, Frelininary Survey of the Communist
infiltration, brepared jay 15, 1940." The chert is approxi: ately four by six feet
in size and is the regular orverizationel chert of the State Departnent with =:
varicus names written on it with lines drawn to the respective division in which ,
the euployees were working.’ The employees were divided into two groups: (1) Soviet
Underground Intelligence Connections. (2) Amneragie. There are 4 charts in all,
each purporting to be the sane but with various and different notations with !
reference to nates appearing thereon. None of the charts appeared to be a finished
product but appeared to be work sheets. The enployees are broken dorm into i
categories of agents, Communists, sjupathizers and suspects. Of the agents (20) !
and Communists (13), the State Department has compiled lists (attached). They |
have not as yet been able to compile lists on the sympathizers (14) and suspects (77).

The State Department is presently checking their files against the names
that they have to determine the information used in drawing up the chart. They
