The Communists won the allegiance of General Miaja and many other officers, largely .
controlled the commissar system and the censorship, and were particulerly strong in
the Wadrid forces and in the aviation corps. In the third place, the Communists
skillfully exploited a policy of moderation toward socialization of industry and
agriculture, which gained the support of numerous middle-class elements, notably
