It should be reviewed by youe Vian oe taLcrf MOTrGh Gy 1903 By memorandum dated February 7, 1953, Assistant to the Director L. B. Nichols advised:"In Mr. Baumgardner! 8 memorandum of February 3, 1953, inguiry was made as to how the Bureau may uce coptes of correspondence addressed to Senator McCarthy. I wish to advise that I have specifically raised this problem with Din Surine of Senator McCarthy's Office. "“Surine states that we are authorized to use this material Gny way we see fit and to say that the material had been referred te the Bureau by Senator McCarthy to disseminate and to conduct ony investigation that is sugges d_ @ pacts. I told Surine we would do this and to avoid manning “Enguiry im each instance, I ingutred whether we could assume that this applied to anything else he might furnish us unless he specifically put a restriction on tt. He stated that we could so assume and if there was anything they did not want known came from them, they would so advise us, However, Surtne cid state with reference to the dissemination of such letters to other Government agencies, that we not show the Senator's Office as the source but carry the source as “of unknown reliability.” Surine further stated that we should use good judgment in all the letters.
