By memorandum dated February 7, 1953, Assistant to the
Director L. B. Nichols Gdvised:'In Mr. Baumgardner's memorandum
of February 3, 1953, inguiry was made as to how the Bureau may
use coptes of correspondence addressed to Senator McCarthy. I
wish to advise that I have specifically raised this problen with
Don Surine of Senator McCarthy's Office»

Gny way we see fit and to say that the material had been referred
to the Bureau by Senator McCarthy to disseminate and to conduct
Gny investigation that ts suggested by the facts. JI told Surine
we would do this and to auotd making inguiry in each instance, I
+ inguired whether we could assume that this applied to anything
else he might furnish us unless he specifically put a restriction
on it. He stated that we could so assume and if there was anything
they did not want known came from them, they would so advise us.
However, Surine cid state with reference to the dissemination of
such letters to other Government agenctes, that we not show the
Senator's Office as the source but carry the source as "of unknown
reliability." Surine further stated that we should use good
judgment in all the letters. For example, if a writer asked the
Senator to keep confidential the source of the information, wés
likewise, should keep confidential the source of information and
should it be necessary to interview the ortginal complainant, we
should not divulge that Senator Mc Carthy's Office kas furnished
