shootings in which shootings occurred in Maryland, the District of Columbia,
Virginia, Maryland, Virginia, and again in Maryland, it is apparent that the
individual(s) involved have traveled in interstate commerce.
During the investigation of the October 7 shooting in Bowie, law enforcement
officers recovered a tarot card with a handwritten note. This handwriting has
been compared with a handwritten note (see below) found at the scene of the
shooting on October 19, 2002, at the Ponderosa restaurant located at 809 England.
Street, Ashland, Virginia. The handwriting on both of these items has been
examined by the United States Secret Service Crime Laboratory, Questioned
Document Branch, in Washington, D.C., whose personnel concluded the notes on
each were probably written by one and the same person.?
In the days that followed the Ponderosa shooting, an unknown male(s) individual
called various telephone numbers in Maryland that are associated with local law
enforcement or the investigation. Certain of the calls were placed to phone
numbers with a Virginia area code but which had been rerouted to Maryland
because of their association with the investigation. One such call made to a
Maryland number included the caller specifically making reference to information
on the tarot card which was not released to the general public and during which
the caller referenced his desire to negotiate. This call was traced to a pay phone
in Woodbridge, Virginia. Another call, following the Ponderosa shooting at
which a note was found (see below), indicated that authorities had the caller’s
“terms” which were “non-negotiable” and contained a reference to the fact that
children would not be safe. The call was traced to a pay phone in Richmond,
Virginia.
On October 19, 2002, a handwritten note was found by a law enforcement officer
at the scene of the shooting outside the Ponderosa Restaurant in Ashland,
Virgiftia. The note demanded that the sum of $10,000,000 be paid into a Visa
Platinum account and provided a specific account number issued by Bank of
America associated with the account. The note contained threats to kill more
persons, including children, if the demands of the note were not met.
Your affiants are aware that the account number provided for the payment
corresponds with the account information for a credit card stolen in Arizona in
March 2002. Moreover, your affiants know that this stolen credit card was used
on or about April 9, 2002, in Tacoma, Washington, in order to pay for $12.01
worth of gasoline.
