Committee of the EPP The Black Panther, the official publication of the BFP, in its issue of May 4, 1969, on page 10, carried an article entitied, "The Black Panther Party Authorizes Leadership in Scandinavia." This article was signed David Hilliard, Chief of Staff, BPP Central Committee and Bobby Seale, Chairman of the BPP.
