“The Miami News" dated 12/27/67 set out an article captioned
“Chief Headley's Tough Talk Assailed By Negro Leaders" written by
William Tucker. Several Negro leaders, including Roy Wilkins, attacked
Miami Police Chief Walter Headley for his declaration of "war" on
crime with dogs and shotguns in Miami's Negro districts. Wilkins stated
that the get-tough policy was the easy solution but not the right one.
The 12/28/67 issue of "The Miami Herald" carried an article
entitled “Negroes Attack ‘Get Tough’ Policy" by George Kennedy. This
article also named Wilkins among those who were opposed to Chief
Headley'‘s tactics,
