This reference was an undated form letter fron Roy Wilkins, Erecutive Secretary, NAACP, enclosing two leaflets — issued by the National Office of the WAACP in February i957. The leaflets were entitled "We never claimed it to be authentic” and "The chickena have come home to roost." The . leaflets concerned a mimeographed tert of a speech purportedly made by a "Prof. Roosevelt Willtama of Howard University" before a meeting of an unidentified NAACP chapter. Referénce described ahove 61-3476-1862 5 i“s* The testimony given before the House Judiciary Sub- conmittee, at a hearing on Civil Rights legislation on 2-55-57, was covered in several newspaper articles which are listed below. Witnesses before the committee included Edward Scheidt, North Carolina Commissioner of Motor Vehiczles and former FBS, agent, who testified against the pending legis- | lation, and Roy Wilkins of the NAACP, who favored the legislation. According to the articles, Mr, Scheidt testified that the bill before the committee was a frontal attack on the police and all others responsible for State governnents. He further charged that the bill would create a national police force and would seriously impair the morale and efficiency of local and State police. Wilkins’ statement before the committee, which was endoreed by the NAACP and other organizations, de- clared that the bill was "only the first step toward the enactment of a meaningful bill." fef.
